How to Setup Mikrotik Simple Queue for Binding Hotspot Devices ?

How to create a simple queue rule dynamically to limit the bandwidth usage of user hotspot devices that have bindings? We can use the netwatch feature for this purpose.  Note; Devices that have bindings can reply to ping requests from the mikrotik router hotspot server.
